Andrew A. Signore, PE, PMP, DBIA, CPIP

Andy Signori, Co-Founder and CEO

With more than thirty years of industry experience, Mr. Signore has held senior engineering positions at several major pharmaceutical companies. Throughout his career, he has conceived, designed, managed, and constructed a variety of manufacturing and support facilities. Prior to starting IPS, he held senior engineering positions at GlaxoSmithKline, Pfizer, and Merck. Mr. Signore earned his Bachelors of Science degree in Chemical Engineering from Manhattan College and a Masters of Business Administration from Pace University. He is a registered professional engineer in Pennsylvania, New York, Ohio, New Jersey, Delaware, and North Carolina. He holds distinction from many industry associations and affiliations. He was inaugural president of Design Build Institute of America’s Delaware Valley Chapter and is a charter holder of a DBIA designation, and is past president of the New Jersey Chapter of Project Management Institute (PMI). In addition, he is past chairman of ISPE, past president of the ISPE Delaware Valley Chapter, and received ISPE’s Distinguished Achievement Award for his many professional contributions to the Society. As an industry leader, Mr. Signore frequently lectures, publishes, and consults in areas of strategic planning, project management, and GMP compliance.

Joseph A. Blanchard, PE

Joseph A. Blanchard, P.E., Co-Founder and Senior Principal

Mr. Blanchard has over thirty years industry experience. During his career, Mr. Blanchard has served in key leadership positions with Fortune 500 pharmaceutical companies as well as independent consulting engineers. He has completed projects throughout the United States, South America, China, India, and Puerto Rico. He is dedicated to designing innovative solutions for capital projects that lead to the best dollar value possible. His diligence to eliminate unnecessary costs has helped many start-up companies. He has also led task force initiatives to reduce clean room construction costs to their lowest possible level while still operating to produce high quality products. Mr. Blanchard has designed and built pharmaceutical facilities, analyzed plant productivity, and evaluated operating costs for a variety of organizations.

Dave Goswami, PE

Dave Goswami, President and Chief Operating Officer

Mr. Goswami has more than 23 years leadership experience in facility design and engineering for pharmaceutical and high-tech, high performance facilities. Throughout his career, he has specialized in biohazard facility design, high-tech laboratories, utility plant design, wastewater recovery, and energy based projects. He is a registered engineer and involved with many industry-specific associations, such as the International Society of Pharmaceutical Engineers (ISPE), American Society of Mechanical Engineers (ASME), and the American Society of Heating, Refrigeration and Air- conditioning Engineers (ASHRAE). His broad expertise includes specialization in biohazard facility design, high-tech laboratories, utility plant design and energy based projects. Mr. Goswami has been published in Pharmaceutical Engineering and the ASHRAE Journal and has presented as a subject matter expert for ISPE and other national organizations.

Mark A. Butler

Mark A. Butler, General Manager of Engineering & Principal

Mr. Butler possesses more than 24 years of experience in facility design, construction, and operations of 10,000,000+ sf of Manufacturing, Production, Government Facilities, Laboratories and Office space. His expertise is in the engineering and leadership of large, technically complex, engineering-intensive facilities. He has held numerous senior level positions with major pharmaceutical and two large A/E companies. Highlights from Mr. Butler’s prior employment includes the management of the $350 million Master Plan involving design and construction of more than 1 million sf of R&D Labs, pilot plant, office an amenity space, parking structures, highway improvements and a 15 MW service upgrade. Mark was also involved in Pfizer’s Global Energy Team, Green Building Team and supported the $16.6 billion Pfizer Consumer Healthcare divestiture team. He is a graduate of The Pennsylvania State University with a degree in HVAC and Solar Technology and a BS, HVAC & R Technology from Ferris State University. Mr. Butler is considered a subject matter expert, frequently speaking for numerous associations and organizations. In addition, he is presently a member of ISPE’s Baseline Guide for Laboratories committee and has written and collaborated on several chapters for the new guideline.

Charles W. Stock, CxA

Charles W. Stock, CxA , Senior Vice President of Compliance & Principal

Mr. Stock is senior vice president and principal in charge-compliance for IPS. He offers more than 25 years of process, operations and compliance experience in the pharmaceutical, biotechnology, and medical device industries. Mr. Stock has successfully started up, commissioned and validated numerous cell culture facilities, vaccine facilities, oral solids and liquids facilities and bulk chemical and device facilities. As a highly regarded industry expert, Mr. Stock has developed and presented training programs and seminars for cGMPs, validation, project management and master planning to U.S. and international industry groups and individual companies. He currently is team leader for Expert Consultants in a Consent Decree for quality system elements.

John Gilroy, PE

Mr. Gilroy has more than 20 years of diverse technical experience in providing project management and mechanical services for the pharmaceutical, biotechnology, chemical and high-tech industries. His experience includes design engineering, estimating, scheduling and overall project management. He has completed numerous projects within the pharmaceutical manufacturing industry, including oral solid dosage, sterile, aseptic, potent and cytotox projects. He is a registered engineer and an active member of the International Society of Pharmaceutical Engineers (ISPE) and the American Society of Heating, Refrigeration, and Air-conditioning Engineers (ASHRAE).

Eugene K. Martini, PE

Eugene K. Martini, P.E., Senior Director of Operations for Project Delivery & Principal

Eugene K. Martini, PE - Senior Director of Operations for Project Delivery & Principal Mr. Martini brings twenty five years of experience in the management of capital projects for technically complex facilities. Over the last 15 years, he has been exclusively involved with FDA-regulated manufacturing and development projects. His most recent experience was with CDI Corporation as director of Project Management. Prior to that, he served in a variety of roles with Life Sciences International, ultimately serving as project manager, where his responsibilities included management of capital projects for biotechnology and pharmaceutical clients, proposal development and management of client relations. Mr. Martini earned his MBA from Villanova University and a bachelor’s degree in chemical engineering from Pennsylvania State University. He is a member of the International Society of Pharmaceutical Engineers (ISPE) and PMI, the Project Management Institute.

Vincent J. Cebular

Mr. Cebular has more than 15 years experience in engineering and validation within the pharmaceutical and biotech industries. He is experienced in the commissioning and validation of facilities and systems for manufacturing, packaging, research and development, and high-tech industries. He has a broad range of experience in the areas of bulk drug manufacturing, aseptic processing and filling, solid dosage manufacturing and packaging, utility systems, Building Automation Systems and laboratory support systems. He has validated a number of containment facilities including isolators. He earned his Masters of Business Administration/Production Management from Widener University and his Bachelors of Science in Chemical Engineering from Grove City College. He is an active member of the International Society of Pharmaceutical Engineers (ISPE).

Patrick Bucklen, PE, CIPE

Patrick Bucklen, P.E., CIPE, Senior Director, International Projects & Principal

Mr. Bucklen has more than 17 years of experience in the design of cGMP facilities. His specialty is developing complex projects through Conceptual work and master planning, detailed design of HVAC/Plumbing/Fire Protection Systems, air systems as well as critical utilities. In addition, he has developed and managed several compliance driven projects related to Oral Solid Dosage, Sterile Production, Research and Development, Pilot Plants, Laboratories, Biotechnology, Food and Beverage, Clean Rooms and central plant renovations. He earned his Bachelors of Science in Mechanical Engineering from Rochester Institute of Technology. He is certified in Plumbing Engineering and is a licensed professional Engineer in New Jersey. He is an active member of the American Society of Heating, Refrigerating & Air Conditioning Engineers (ASHRAE), National Fire Protection Association (NFPA), American Society of Plumbing Engineers (ASPE), and International Society for Pharmaceutical Engineering (ISPE).

Ms. Goodman offers 15 years of strategic business development experience focused on the build environment. Ms. Goodman works closely with the Chief Executive Officer, President and other members of the Senior Management Team to direct future business planning and policy, identifying and implementing innovative ways to advance the IPS brand in support of existing and emerging overall growth opportunities.

Mr. Morris brings more than 20 years of accounting and financial expertise in the design/build and construction industries. Throughout his career, he has been a key contributor to profitability and growth of entrepreneurial companies through operational and financial leadership. As Chief Financial Officer and member of IPS’ Senior Management Team, Mr. Morris provides financial leadership and fiscal management of company operations and the planning and execution of corporate planning initiatives.
